PUBLIC SAFETY BUILDING COMMITTEE
MEETING MINUTES
NOVEMBER 25, 2006
7:00 PM Fire Station
Present: Richard Bates, Christopher Lucchesi, Bob Beck, Karl Makela, Leo Bachant, Jack Chandler, George Sherrill, Brian Forts
Absent: David White, Peter Liddy, Hal Lane
Others Present: Melissa McKeon, David Ellis, Mark Bibace, Gene Stirchak
The Committee was pleased to have Gene Stirchak join us. Gene has volunteered to be secretary for the Committee and to take the minutes for our meetings.
The Committee toured the Main Street fire station and observed many of the current problems of the station including: congestion on apparatus floor, undersized doors, roof leaks, inadequate restroom facilities, inadequate offices, inadequate meeting room/training room space, lack of storage space, lack of apparatus space on the lower level, possible building issues (Cracking walls, floor and foundation.) We toured the outside of the building and discussed traffic, line of site issues, state restrictions on curb cuts and traffic lights, and soil condition on the lot.
The committee then walked to the Police Station where Chief Sherrill gave a tour and showed the needs they have there including:
ADEQUATE WORKING SPACE FOR 25 FULL TIME EMPLOYEES
NEW ROOF
COMMUNICATIONS TOWER
INTERVIEW ROOMS
DISPATCH CONSOLES
ROLL CALL/TRAINING ROOM
MEAL/BREAK AREA
STORAGE OF EVIDENCE/SUPPLIES
VENTILATION PROBLEMS
MOLD PROBLEMS
ADEQUATE GARAGE SPACE
PARKING
CELL BLOCK TO BE MOVED AND NEED FOR 6 CELLS
COMMUNITY MEETING ROOM
GENERATOR REPAIRS
NEW FIRE ALARM SYSTEM
EVIDENCE PROCESSING ROOM WITH VENTILATION
There was discussion about the possibility to expand or rebuild on the current site. While there is land to the south of the station that might be able to be used it does have major sewer and water lines running through it. The land to the north of the station is believed to be in the Cohen Bill area and is not usable.
After the police tour, most of the Committee went to the former Holden Hospital site and toured the ambulance garage and staffing quarters. The garage is undersized, un-insulated and physically removed from the staffing quarters. The Staffing quarters are in extremely poor condition and are inadequate in just about every way.
Due to the time, the group agreed not to visit any of the other potential sites for police or fire. There were a number of short discussions about the need to have the two services co- located. The general consensus was that they did not need to be and that there appeared to be only one site that was large enough. That is the site of the current fire station, which was a very difficult (i.e.: expensive) site to use.
The meeting adjourned around 11:15 AM
Approved: December 6, 2006
